GENERAL POSITION DESCRIPTION:
The Philadelphia Department of Public Health is seeking a Learning Management System (LMS) Administrator to oversee content management and day-to-day operations of the City's SmarterU LMS for health department staff. This position will also coordinate and track department-wide training and educational activities for the department. Reporting to the Director of Accreditation, Performance Management & Quality Improvement, the LMS Administrator will support advancement of the department’s workforce development e-learning goals.
SPECIFIC ACTIVITIES:
The LMS Administrator will act as the department’s internal consultant to deliver, track, and measure the performance of the SmarterU LMS in accordance with the department’s organizational objectives. Responsibilities will also include the use of integrative software in support of the LMS, as well as management and tracking of any additional e-learning platforms the department may adopt to complement professional development offerings. This will involve:
- Development, maintenance, and evaluation of e-learning content
- Creating and managing user accounts
- Troubleshooting and providing technical and/or user support
- Collaborating with and supporting e-learning content developers throughout the department in preparing content for delivery through the LMS
- Collaborating with Training Coordinators/staff to manage external training content and completion data for required training and educational activities
The specific duties of this role include:
- Tracking/reporting trainings in the LMS
- Facilitating course enrollments across the department
- Facilitating course development and revisions in Articulate360 software
- Creating and maintaining admin and end-user system documentation
- Supporting new hire onboarding training needs (account creation, enrollments, tracking, etc.)
- Supporting ongoing employee training and professional development through the LMS
- Staying current with integrative software and systems to support LMS functionality
- Analyzing user and course data trends in the evaluation of departmental training needs
- Identifying, evaluating, and promoting training content appropriate for inclusion in the LMS
- Performing quality assurance checks/audits in the LMS to maintain data integrity (checks for accuracy based on onboarding/offboarding records, group assignments, completeness of account info, active status, etc.)
REQUIRED QUALIFICATIONS:
Knowledge/Technical Skills

- Proficiency in Microsoft Office Suite
- Working knowledge of learning management systems (experience with SmarterU a plus)
- Experience with e-learning integration software (Articulate 360 a plus)
- Working knowledge of business analysis techniques (i.e., gathering business requirements)
- Experience navigating complex organizations with a wide range of training needs

Education/Relevant Experience
- Completion of a bachelor’s degree program at an accredited college or university in educational or instructional technology/design or a related field. Master’s degree preferred. Public health knowledge is a plus.
- Three to five years of relevant experience. Coursework and/or certifications related to learning management system administration are a plus.

- Any equivalent combination of education and experience determined to be acceptable by the Department of Public Health
SALARY AND SCHEDULE:
This is a part-time, on-site position with a set schedule of three days per week. The role is grant-funded through the end of 2027. The salary is approximately $33 per hour, commensurate with experience and qualifications.
