Plans, administers, coordinates, and monitors the Human Resource functions for employees at Area Command or a Corps; prepares and maintains personnel records for all employees; enforces the Employee Manual; completes paperwork and enters data for background checks and E-Verify; ensures compliance with personnel rules and regulations and maintains the confidential nature of the position.
Distributes, explains, and enforces the Employee Manual and Manual of Personnel Policies for supervisors; investigates and attempts to resolve employee complaints and grievances with assistance from Area Commander/Corps Officer and/or DHQ as appropriate; notifies appropriate Officer/department head when necessary; ensures all employee are treated equally and fairly.
Reviews and monitors employment applications and terminations, performance evaluations and salary increases for completeness and compliance with established policy; submits the same to the DHQ for approval.
Completes and/or collects paperwork and enters information into electronic systems for E-Verify and backgrounds for all employees as required; ensures accuracy and completeness of same; checks systems as required to ensure information is up-to-date; updates and follows-through as necessary; informs supervisor and/or DHQ of issues.
Prepares, recommends and maintains employee records and procedures for controlling personnel transactions and reporting personnel data; prepares and maintains accurate and up-to-date computer and manual personnel records for all employees and maintains the confidentiality of the same; ensures that all personnel records are properly organized and maintained in compliance with established standards.
Maintains attendance records for employees; calculates and tracks sick leave and vacation credit; processes absentee forms; ensures that all employees comply with established policies regarding the same.
Plans and conducts orientation meetings for new employees; ensures that all new employees have a clear understanding of the Employee Manual.
Informs employees of new or changing policies, special events, special instructions or general information by conducting group meetings and/or preparing correspondence, newsletters, posters, or bulletins.
Plans, schedules, assigns, and supervises the work of subordinate clerical personnel; trains and instructs employees in the proper methods and procedures; monitors work in progress and upon completion to ensure accuracy, completeness, and compliance with established policies and procedures; conducts performance evaluations and provides salary and hiring/firing recommendations.
Maintains the confidentiality of all personnel records, and the confidentiality of personnel-related correspondence, conversations, or issues residing in the department.
Attends professional meetings, seminars and conferences to maintain awareness of modern advancements in the area of human resources, compensation, and benefits; builds and maintains professional relationships in the community.
Reads professional journals to maintain up-to-date awareness of modern personnel practices and changing legislation governing the same; advises the department head regarding findings and evolutions concerning the same.
Assist with recruitment and the hiring process.
Performs other related work as required.
