Headquartered in the San Francisco Bay Area, PCA’s footprint extends across all 50 states with 60 staff, 150 experienced trainers, an active and engaged governing board, and an alliance of advisory and local boards, leadership councils, and national and corporate partners. Position Description
The VP, People & HR Operations serves as a key organizational leader and strategic advisor to the Executive Team in driving, guiding, and implementing the human resources strategy of the organization, including collaborating to identify, develop, and retain top talent while ensuring that all HR support systems are fair and compliant with regulatory bodies, reflect best practices, and align with PCA’s mission and vision. The VP is responsible for driving an HR strategy that supports the achievement of organizational goals and objectives, ensuring HR operations are efficient and effectively supporting our employees, and acting as a crucial link between the Executive Team, personnel managers, and employees to ensure a positive workplace culture.
In this senior leadership role, the VP is responsible for recommending and implementing employment programs, policies, and processes that strategically support the organization's priorities and effectively support recruitment, selection, and retention of staff across every department.
The VP oversees strategic department planning and deployment of HR resources in the areas of organizational goals, performance management and employee development, employee total rewards (benefits and compensation), risk management and labor compliance, organizational policies, and talent acquisition. The VP is a good listener, seeks to understand the human capital needs of managers, is a solutions-oriented leader, demonstrates thoughtfulness about the change management needs of individuals and the organization, and is committed to identifying opportunities to integrate diversity, equity, and inclusion principles into PCA’s HR function.
KEY Responsibilities
Strategic Leadership
- Develops, oversees, and manages PCA’s overall talent goals and strategy in collaboration with personnel managers and the Executive Team. Evaluates internal hiring and onboarding processes for effectiveness, equity, and alignment with organizational goals. Aligns strategy and objectives within organizational and departmental budget parameters.
- Models effective, collaborative, and transparent leadership towards meeting the strategic and operational goals of the department for staff within and outside of the department. Creates an environment of respect, solutions-oriented thinking, and professional fulfillment.
- Collaboratively develops and executes a multi-year strategy for staff development and performance management. Strategically partners with personnel managers to improve team skills and competencies. Provides guidance to the Executive Team on change management.
HR Operations and Total Rewards
- Manages employee compensation strategy and policy for the organization. Advises on equitable compensation practices and stays informed on current trends in the market on pay, rewards, and HR best practices.
- Evaluates and oversees management of employee benefits plans. Serves on the organization’s Retirement Plan Committee.
Culture, Engagement, and Communication
- Establishes and maintains effective, regular communication with employees. Sets the overall communication strategy to foster trust, empathetic dialogue, engagement, and a positive workplace culture.
- Partners with the Executive Team to lead, manage, or support employee engagement initiatives, such as Personnel Managers meetings, the Staff Advisory Council.
- In collaboration with the Executive Team, the Board, and personnel managers, drives high level-organizational development, staffing, compensation, and culture strategies to successful outcomes that effectively meet dynamic business and talent goals.
Compliance, Risk, and Employee Relations
- With support from our PEO partner, ensures organizational compliance with employment practices, policies, procedures, and programs.
- Assesses and addresses risk to the organization regarding labor laws, staffing decisions, employee relations, etc., to prevent nonfeasance of management, escalating to counsel discerningly when appropriate.
Qualifications
- Bachelor’s Degree required, advanced degree (MBA, MHRM, or related) strongly preferred.
- Senior-level HR certification is strongly preferred.(e.g., SHRM-SCP, SPHR) strongly preferred.
- Ten (10) years’ minimum experience successfully leading Human Resources at the director or executive level, including at least 5 years managing HR teams; experience in organizations with 100+ employees required. Experience leading HR in California and/or familiarity with CA labor practices is strongly preferred.
- Background in non-profit or mission driven organizations is a plus.
- Proven success in:
- Strategic thinking to develop innovative solutions and approaches to effectively address challenges, drive results, and align with organizational goals.
- Planning, organizing, and project management.
- Managing HR and HRIS system implementation from set up to employee training.
- Implementing systems that drive performance management and professional and leadership development.
- Driving and establishing culture, systems and processes for a remote workforce that operates with minimal management.
- Microsoft Office, Google Suite, remote meeting software, and payroll management experience required. HRIS experience is a plus.
- Demonstrated adherence to business ethical standards.
- Adept at conveying sophisticated information with clarity and precision in written, verbal, and virtual communication to diverse audiences, including the Board of Directors, to support and influence effective decision making.
